Sorcerer bloodlines are considered a core class progression, and no not scale off total character-level or Caster-Level. As such, yes; Bloodline abilities only progress based on levels in the class that provided the ability - In this case Sorcerer.

I would like some clarification on the bloodline abilities. I am assuming only a pure sorcerer can gain access to all the abilities of their bloodline. For example, a multiclass draconic sorcerer 10/ eldritch knight 10 would only have 10 Element DR, 5d8 Small Breath Attack, and +2 Con & Natural AC from their sorcerer bloodline along with all the benefits of eldritch knight. Is that correct?
